Randomize order of shared users
Since Google imposes a add-to-circle quota lower than the number of profiles in the HN Circle, users shared in the first part of the circle are being added more than those in the last part.
Well, there's the advantage that (as far as I'm aware), all updates are strictly sequential, ie. users who already have parts 1 and 2 only need to re-add 3 since that's where all the changes are.
Having a slightly more uniform distribution may be an advantage, but I don't think it's really worth it. Ultimately, sequentially is the most intuitive (the principle of least surprise).

I accept your reasoning, though I believe fair distribution of followers is critical for enabling a community to grow together and outweighs consistency.
I've added a reminder to add all three in bold to emphasize that.
