Move to Github Actions and Integrate the codecov to the Portal

Description

As a Developer, I need to check how much code is covered under testing, so I suggest integrating codecov for this.

Mocks

Able to see the codecov reports on the PR

@satya7289 We have been meaning to move away from Travis and move to GH actions, mentorship-backend already did this

Do you want to go ahead and do that? You will have to change the issue title then!
