I have seen this happen with repos that have no commit history. Was this your case?

MikTeX doesn't seem to install synctex. You can try TeXLive. This is working on a windows machine I have.

@yanpeipan I am seeing the same issue in a Kubernetes cluster. Any luck finding out the root cause here?
