I've marked the first two items as complete since we have F23 in dom0 and an F24 template now.

I ran into a similar issue recently, where trying to `dd` data onto a USB drive would crash sys-usb at 4-8 GB of memory, but lowering memory to 2 GB...

Also, I'm pretty sure this behavior is a regression from previous Qubes releases, because I don't remember ever having all empty application lists after restoring from a backup before.
