UWP and Windows demo Xamarin.Forms maintenance

At the time of this writing, there is a pending PR https://github.com/andijakl/universal-beacon/issues/15 for all platforms but UWP referencing Xamarin.Forms 3.1.0.583944.

The following projects in the solution are still relying on older Xamarin.Forms:

  • UniversalBeacon.Sample.UWP
  • WindowsBeacons
