Pretty much loading the XMB will in-game or in an app, it will show all icons as refreshing symbols in all categories, none of which are clickable and do not work. The only workaround is by quitting the game/app (or restarting console)

This issue may happen when the system files category_game.xml or category_game_tool2.xml were modified,

Try restoring the original files from your CFW. If you are on HEN, I suggest to ask in PSX-PLACE for help with these files, because the exploit use custom versions of these files.

I replaced the files (I'm using cobra so I just used the OFW files) and it was working perfectly fine, however webMAN was not present in the XMB, so I re-installed full webMAN and tried again, unfortunately running into the same issue of the reloading icons on the XMB. I've attached below a video of it to see if it helps, it's quite strange as this did not occur in the previous version of webMAN.

The official ones will not work with webMAN MOD. You have to use the XML from the CFW that you have installed.

Alternatively you can use the ones in this folder: https://github.com/aldostools/webMAN-MOD/tree/master/Projects/updater/pkgfiles/USRDIR/xmb

Unfortunately those did not work either

The category_game.xml or category_game_tool2.xml extracted from the PUP of your CFW should work fine.

If not, ask to the creator of the CFW that you're using.

The category_game.xml or category_game_tool2.xml the folder linked above are the ones that I use with Rebug 4.86.1 Lite

When replacing the files, test replacing first category_game.xml with the one from Evilnat's PUP If the issue persists, replace also category_game_tool2.xml with the one from the PUP

If the issue still happens, contact Evilnat to let him know the issue. He is currently developing 4.87.3

It seems like @Evilnat's CFW is the one causing the issue, the issue does not occur on Ferrox Cobra 4.87.

@SgtBreadStick Can you tell me what steps did you do? I want to reproduce the issue

I installed the Evilnat cobra 4.87 firmware, everything seemed normal and had no issues other than packages were showing up twice when trying to install them (which seems to be occurring on any cfw right now weirdly enough), I launched a disc game (Gran Turismo 5) and XMB was working fine. So this is where I went to install webman.

I loaded the package onto my USB and installed the webman .pkg file, i then went to install webMAN Full (with holding L1), nothing seemed wrong so I then launched Gran Turismo 5 once again but then the XMB while in-game stopped working, showing the above video, I tried multiple games including F1 2012 and Burnout Paradise, still showing the same issue. I uninstalled webman and the XMB worked like normal while in-game, i re-downloaded the .pkg file and re-installed webman through it, again having the same issue.

However with other firmwares this problem does not occur, I also reset and restored the PS3 and used OFW, and went back to the Evilnat firmware with a clean slate, everything working fine, I installed webman and once again the issue came back.

Quite strange to be honest.
