add missing csv section

New App Submission

[ x ] I've read the contribution guidelines.

There were a number of clis missing for csv data manipulation and viewing. I put that ones I have used many time. I also added my own package tv (tidy-viewer) as a csv viewer.

Sorry. I'll look into it some time, but this needs a lot of looking into on my part. And I have build up quite the PR backlog:smile:
