BUG: eliminate spurious flash notifications on dashboard

Symptoms

  • if i am a member-level user, when i visit the dashboard, i see a yellow flash saying i am not authorized to see the page i am seeing
  • if i am an organizer, i see a flash that says i am logged in
  • i should not see any flashes
