[feat req] Add a system to request the URL of the artifact

What would you like to be added?

Set up a workflow which uploads a nightly file to discord using a webhook, but webhooks have an attachment limit, so trying to instead send the link to the artifact.

Why is this needed?

This can be used in multiple ways, such as storing a database of existing artifacts, or my earlier example of releases.
