Switch Fan Template to Percentages

As noted in this release 2021.3 - fan templates have moved to percentages rather than low / med / high

According to this Github issue fan percentage speeds are not supported in Google Assistant. So this would need to be done a different way... I created a new branch for when the work in Google Assistant is fixed, but for now going to revert the changes made
