Title overwriting with Cooldown

https://github.com/ViaVersion/ViaRewind/blob/dev/core/src/main/java/de/gerrygames/viarewind/protocol/protocol1_8to1_9/storage/Cooldown.java doesn't account for the server sending any Titles/subtitles. Suggestion: Store the expiration of server-sent title packets and only send accordingly?
