Install Error - Delphi 2007

I'm trying to install the components to Delphi 2007......However I keep getting 
the following error window

Unable to load project......

Only one top level element is allowed in an XML document.

<Delphi.Personality ><Source><Source Name>

Its the latest version DelphiMaps1.03.zip

I get the same error when try to open any of the example projects or the 
Packages


HELP....Please
