CLI prompt not displaying during launch, or when returning from Apt-Get upgrade

It appears that intermittently during some types of operations, the cli prompt does not return to the expected user-input bash prompt when launching Pengwin, or when finishing apt-get upgrade. Resizing the window seems to refresh and show that the prompt is available, but it feels like there is a presentation bug that isn't providing user feedback that the prompt is available.

UX during launch is: blank screen, no shell prompt UX during apt-get upgrade is: appears to hang on last package install indefinitely

I'm on OS Build: 18362.175. The behavior I described for start up seems to be 'from cold' launch after reboot. It appears to behave as expected after subsequent launches.

I've not figured out what correlates with the weird lag for the apt-get behavior.
