Tested on 1.21.1 and 1.21.3 Using build from actions build for 5a470d7 No other mods present when checking on 1.21.3 using the latest Modrinth release (3.5.2) amd actions build.

Bug Description

In the Hypixel lobbies on legacy versions, right clicking with the grappling hook (a cosmetic that uses a fishing rod to launch the player in the direction when they reel in), simply does nothing most of the time. When first joining the server I am able to quickly cast the fishing rod if timed early, but after that the rod can no longer be cast or uncast. The animation still plays, however. The grappling hook is the only item in my hotbar that I noticed right clicking does not perform the intended action, I have not tested other cosmetics.

Additionally, Hypixel tells me that I cannot use the grappling hook near the parkour area, so the packet is still being sent.

Steps to Reproduce

1. Join server on any version <1.17 (they seem to only allow 1.12 and 1.8, issue does not occur in 1.17+)
2. Equip the grappling hook item
3. Try to right click, notice it is not casting

Expected Behavior

The grappling hook should be usable (right click performs the vanilla expected action when using a fishing rod).
