(MGTS) GoodbyeDPI does not seem to be working

Tested on two PCs with different providers, with ROSTELEKOM it has started working after a few tries and opened Gelbooru and Twitter (without using yandex DNS), the other one, connected via MGTS the same version with the same arguments does not work, even using dns redirect did not help. The OS is updated Windows 7 on both, any idea what could be the issue or could it be because of the ISP, maybe there is a way to test it further?

Also have MGTS and neither NextDPN nor GoodleDPI with this opertor don't help( Tryied it was runned from administrator, yandex DNS, also don't help.

On my MGTS link, the software works well with default 1_russia_blacklist_dnsredir.cmd. However I received the message that on the other MGTS link, DPI filters -e 2 fragmentation, but for a limited number of websites, so it's generally works fine, and that filter could be bypassed with -e 1 or -e 3 or any other value.

If you're on Windows 7, use Old Stable version.
Me didn't help only changing -e value, but helped -e with --auto-ttl.
Do you have installed network util programs?
Try to disable the auto-run of them in msconfig.exe, for example, 7 Rivet Networks background programs:

For network access you need only the network driver (which Windows installs automatically), no any .exe program in the background.
