Ability to load config.txt from user folder

Would be nice to have ability to load config.txt from path like /storage/emulated/0/fbind/config.txt

Will see. Initially, the config was actually in a user accessible folder. I changed the path to fix issues related to encryption and delayed availability of the emulated storage.
