I've heard from a number of python (and fortran) users over the years regarding the lack of a fixed-length string datatype in netcdf. I created a netcdf-c ticket (https://github.com/Unidata/netcdf-c/issues/132) requesting that such a datatype be added to the C library. The netcdf-c developers are asking for a detailed proposal, including use cases, before deciding whether to implement it. If anyone is interested in contributing to such a proposal, please chime in here (or in the netcdf-c issue).
