Compromise solution:

How about the Technically Not A License, which I definitely didn't make up just now?

You may not use this software for any purpose. However, the copyright owner(s) hereby agree(s) in perpetuity to never seek recompense or punitive consequences of any form, for infringement of their copyright to this work, by any entity.

This approach is compatible with both "having a license", and "not having a license":

• It's technically not a license, but a covenant not to sue. All use is technically still illegal; you're just guaranteed not to get in trouble.
• It in practice it works like a license, in that you can still do whatever and not go to jail.

It's also extra cool because you get to break the law and get away with it. Potential downside: may attract swarms of edgy teenagers.
