Best way to format this repository

This discussionary/proposal repo is kind of a new thing for me. I've added @rreverser @ariya and a few others as collaborators to help edit (if they are interested) the initial layout.

This can mature, but I think a format should be found to stick to for:

• Discussion points
• Implementation details
• etc

I think it's useful to have a section (perhaps starting with a new .md file) that lists every parser feature and its commonly agreed definition. This does answer the question "What does it mean to have a syntax feature flag?".
