Description MOD EDIT: Merging all banner related suggestions in one issue

1. option to disable Information panel giving topical context (from #447)
2. channel-specific banners (from #1713 )
3. covid related banners (current issue)

OP: I would like an option to remove annoying banners like the covid ones I ran into a particularly annoying one that follows you around the app for a while If you watch ANY video with barely even a hint of suicide, a suicide prevention hotline banner will be glued to your screen without any way to remove it In the desktop website I can just remove it with ublock origin with a css rule, but on my phone I get to actually want to kill myself because I can't remove it Please consider adding this feature, not just for this banner, but for any like it Make it an option you have to toggle if you want to keep the functionality it provides by default
