Non admin users see blank execution history output

We have installed: bwc-ui-3.1.0-1.x86_64 bwc-enterprise-3.1.0-2.x86_64 st2mistral-3.1.0-1.x86_64 st2flow-3.1.0-1.x86_64 st2python-2.7.10-1.x86_64 st2-auth-ldap-3.1.0-1.x86_64 st2-rbac-backend-3.1.0-1.x86_64 st2-3.1.0-2.x86_64

When our users view execution history output they get blank output. The URL is something like: https://techorch.mycompany.com/#/code/result/5e2f5c290700f9c9f7fdc9f2 But if they click on the <> code icon then expand it has this URL which they can see: https://techorch.mycompany.com/#/code/execution/5e2f5c290700f9c9f7fdc9f2

As an admin, I can see the output but they can not.
