Rule create UI doesn't verify required fields

Open "Create Rule" dialog, pick "webhook" trigger, don't put anything in url field (which is required). "Create" button enabled, click it - UI says "something wrong check the dev console", instead of complaining about required parameter not being set up.

Also: pack is default to default is ignored, create fails unless one explicitly sets pack=default.

This shows that noone creates rules in UI. Me too, except I happen to have a box without ssh access, and constrained with UI for some time.
