what i have currently is ready for review on its own, but more changes are coming later.

@pontaoski! hi! Nice to meet you on the other side! I really appreciate the work you've done here, sincerely. However, TShock and ancillary projects have been upgraded to OTAPI 3, and we're not going to continue trying to upgrade OTAPI 2. The official word on this subject is that OTAPI 2 is community maintained -- if you'd like us to look into this if you have a complete PR, please let me know.

However, if you're just trying to accelerate TShock I really appreciate everything, and again, I hope you find our discord community at least slightly palatable. We really enjoy your company!
