BCB 6 not support gmtime_s and localtime_s, is C11 function.

Thanks for the PR! The fix is good but it doesn't resolve all BCB 6 issues. So I'd leave it open for now. If you have more patches to complete BCB 6 support (at least with limited functionality) you're welcome to send them.
