Port health form date and time of departure and arrival validation

Bug Description

  1. Create a case with Case Origin as Point of Entry Image
  2. Select any value from Point of entry drop down, provide the required details and create a case.

  1. Enter arrival time before departure time.

Reproduction Steps

  1. Create a case with Case Origin as Point of Entry.
  2. Select the Port Health tab
  3. Enter arrival time before departure time.
  4. Save the form. ...

Expected Behavior

  1. Arrival should be after departure, with dates system has, validation but included the time.
  2. Alignment of arrival and departure timings should be in same row.
