User Right missing dependency when Case Surveilance rights are all selected

Problem Description

Have a Role created with selecting yes for all the section of Case Surveilance. At this point also some dependent rights are selected as described in this ticket https://github.com/hzi-braunschweig/SORMAS-Project/issues/5058 Using the role for a new user, and login with the user, will throw an error pop-up that User needs to contact administrator
