Properties and other editing pages should take locks into account

If an object is locked, the properties pages and other editing pages should disallow editing by users who do not own the lock until the lock is released.

This is a little confused at the moment because any propertysheet that is not the "sddci" propertysheet is unrelated to DAV properties.
