Vanilla doesn't process any text no, it's as barebones as can be. `&` does seem like a better character already, especially if alternative server implementations use that.
I uh, don't think it's really fixed. Nice that it doesn't do weird things for people without the `chat.format` permissions anymore but people that _do_ have that permission still have...
Yeah seems like it is, till that is merged this issue should be re-opened.
I can help testing but I would need to know what to test exactly. Should I test specific blocks, should they have changed behaviour or the same as before, etc.

If you want an existing distro to package Cuberite, it'll really need tagged releases first. I'd love to package Cuberite for Alpine Linux for example but without tagged releases to...
