ORAS pokemon encounters

First, just wanna say thank you for this project. Used it for my iOS project this semester, and I must say, I was happy with the resource overall!

It seems like Hoenn doesn't have any pokemon encounters for OR/AS.

The data here comes from Veekun upstream and there is an open issue for rips on Veekun for OR/AS encounters. So I suspect that data is probably just not here yet.
