Possible cause: when recording the demo, the hook is recorded from the live client side, while the demo records the lagged ghost of the tee... or something along those lines.

That's very, very strange. Pretty much every game I play, pretty much every other turn or so (could be every turn, depending on the game config), I get no work...

I reported this originally on Windows, but I can confirm that this is also happening on Android for multiple versions.

The last couple/few times I uploaded the saves for bugs, could not be reproduced. Lost the point of it. My guess it's because they haven't encountered the civ yet, so...
