Add minimum vesion of dependencies to README.md

What is the minimum version required for the dependencies such as bazel, gcc and clang? Please specify that in the README.

I use bazel 3.7.2 in a successful compilation. But bazel 4.0.0 does not work.

Bazel 4.0.0 is now supported.
