The delay timer does not work

Hello. I built OpenEVSE without a display. And the delay timer does not work for me (in the screenshot).

When the timer is set, EVSE goes into standby mode. But charging does not start at the beginning of time. Is it due to the display not connected, or do I have another error?

Are you using any other 'smart' features, like PV divert?

No. I checked everything, the timer works! But I understand why it didn't work. I get lost time when I set it on the browser.

For example, now I have 9:20. I save. But after 1 second, the time becomes 6:20. Here are the screenshots

Interesting have you previously set the time via NTP and set a time zone?

Yes, I had the time zone Etc/GMT-3. And I understood why time was changing. But now another problem has arisen. When I set Etc/GMT or Etc/GMT+0 or Etc/GMT-0 or Etc/GMT-1 or Etc/GMT-2, the timer does not work. It only works at Etc/GMT-3

For example. Set the timer as in the screenshot. Charging on pause. Time zone: Etc/Universal image

Next, I set the timer to start 3 hours earlier and the charging was activated. image
