Allow import and upgrade of previous PAGE versions

Right now, we're consciously only supporting the newest version of the PAGE Content schema and will upgrade to the newest version in Mid-July.

However, we should support at least reading&upgrading existing PAGE-XML, as the PAGE PRIMA Java libraries do.

We should also support importing TRANSKRIBUS-created PAGE-XML which extends the PAGE-XML schema without changing the namespace and a few other differing conventions - @tboenig has an XSLT for that.
