GhidraDev on Ghidra 11

I installed the Ghidra 11 release and attempted to add the GhidraDev plugin into a new Eclipse workspace. I followed the manual installation steps which appear to all work fine and restarted Eclipse. However I see no Ghidra features, e.g., File/New shows only stock Eclipse options. I have Eclipse Version: 2022-03 (4.23.0) and JDK 17.02. (Note also the GhidraDev README "Minimum Requirements" says Eclipse 17 is required while the change log says Eclipse 22.) I've not worked with Eclipse plugins before, perhaps I am missing something.
