remove flag util

Hey, how can we remove the flag utils added by areashop ? http://prntscr.com/nm5cw6

I actually think this is just the result of updating worldguard from the 1.12.2 version to the 1.13 version. Removing the flags "chest-access", "block-place" "block-brreak", "use" and "build" should fix the issue as they don't get added back and areashop puts the correct flags when renting/buying, etc.
