csmoe/addons/luash/imgui imgui_xx.lua are IMGUI settings you can translate Chinese into English Pick hero tips & Time remaining for selecting zombie counts tips are unchangeable

We are using vgui2 now. You can edit resource/gameui_english.txt and resource/valve_english.txt
