Update Surface Laptop 3 Wake-on-Power SKUs

The SEMM and DFCI docs indicate that Surface Laptop 3 support only includes the Intel SKUs. I can't find a different way to enable Wake-on-Power on an AMD device, but I'm happy to be corrected if an alternative exists.
