Allow Refresh of View

Currently Views are reloaded if a setting is changed or a connection is firstly established.

Steps:

  1. Open IntelliJ with enabled Plugin
  2. Create new View on Jenkins server
  3. Try to select newly created View in IntelliJ

Current Workaround: Open Server settings and change timeout for example and click apply

with 0.13.19-eap1 I added an addition 'Reload Configuration' Button to reload views and toher data.
