Warn about Weblate/Transifex more prominently

Description
I follow multiple GitHub repositories. Currently, more and more users post PRs with translations, even though the apps are using using online services. Often, the PRs are closed and they are advised to use the service instead. Please make the warning that the app might use an online service more prominent (for example an alert dialog), so this does not waste the time of users effectively having to translate twice.
They do not have to translate twice. The work they've done locally can be still reused, although it will require more work. Bear in mind that the notice is just a guess and the application might not use any translation service.
There also exist issues like #122 to make Stringlate integrate with these services better. It would be great if the work done offline could be easily be pushed to these platforms instead telling the users "sorry, don't bother here".
I don't know how these platforms work as I don't use them, but if something is merged in the repository, can't it easily be loaded back into Weblate or Transifex or any other?
To be honest, I have no idea how Transifex/Weblate works. I have just seen maintainers closing the PRs with a comment like "Look at the readme, we are using Weblate. Please translate there".
Even though it is just a guess, maybe a more prominent warning would be great. The app could even show the readme file to allow checking by hand.

Ouch! That's not looking too good. Some comments seemed to have the link to my application removed. Perhaps the owners don't know what all this is about… Perhaps it needs a better "warning" indeed. Or perhaps we need proper integration with these services :/
There was a comment of a maintainer somewhere that merging the Stringlate PRs and the online services is a lot of work (I guess you have to download, merge with git manually, upload. And hope that in the meantime nobody has translated online)
How about making a Dialog pop up the first time you enter the repository, saying something like:

Yeah a dialog is prominent enough I hope. I suggest using "Open ReadMe" and "Translate anyway" for the buttons.

Neither am I, but I think the to is right there indeed. Anyway, it was a quick idea, not the final version, but it might as well be ^^
I think a "LOCALIZATION" "L18N" or a "TRANSLATION" "L10N" file in the top level of the repos would solve this.
@comradekingu while a good idea, not everyone does that, or would even want to do it.
