Add download instructions for IPS to the notebook itself

I followed the documentation to install quicklisp and lisp-stat, then tried to follow the examples. The command (ql:quickload:ips) gave an error System "ips" not found. I couldn't find any files for this package anywhere. Is it missing, or am I missing something important (which is possible)?
