Consider the following usage pattern:

considering the user ends their usage after midnight, counting data for the day as starting at midnight leads to technically correct but inaccurate visuals for consumption

Proposal:

Add setting to extend the day by 4hrs to allow shifting usage pattern to the users own clock.

• New boolean setting
• I18N strings to descriptions
• Adjust stats "today" block to consider new setting (home page)
• Adjust stats "today" block to consider new setting (stats page)
