German language support in base mod

This adds german language support to the game and fixes: #115

40% - 50% of text translation finished. I will update more in the coming days and weeks. Should already be compatible because all file alternatives and l_english at the beginning got already replaced.

Hey, thanks for the translation! I've briefly looked over it and it's great. Would love to see some more coverage of the english text before merging though. Also, can you PR onto the dev branch (instead of master)? The master branch reflects what's currently on the steam workshop. We typically only merge into it from dev.

Updated with newest code from you guys (added the new files on localisation) and again added some german translation. Around 60-70% translated.
