(a) Scripts for building HDF5 for various platforms and compilers

(b) preinstall_hdf5.sh installs autoconf, automake, libtool to the current directory (installs to a directory called 'util'). Needed if installing from the HDF5 repository and the OS's autotools software does not meet the minimum version requirements.
