Ability to set limits and error on them

This plugin is so awesome for a first release! It'd be even more awesome if you could set upper limits on the delta and overall sizes to end with errors.

Webpack has that feature built-in! However I do think it would be useful to collect them up into a single place. Definitely worth exploring!
