Add a .NET Aspire configuration project

To allow for scaling and distribution of features in a larger hosted version of TagzApp, let's put a distribution together with .NET Aspire.

For consideration as components of this distribution should be:

  • [ ] Website
  • [ ] Container-based service that listens to the social media providers
  • [ ] Service Bus connections
  • [ ] Redis Cache
  • [ ] Postgres database
