Describe the recipe issue

An extension of #11145, there is no recipe to make 1x wire outside of a wiremill for any of the following metals: Cobalt, Lead, Mana Infused Metal, Nickel, Red Alloy Wire, Tin. The last two create hard locks preventing entry into LV.

In addition, the previous recipes of two 1x wire > one 2x wire, as well as four 1x wire > one 4x wire, two 2x wire > one 4x wire, and the inverse of turning a 4x into two 2x, and a 2x into two 1x, all also no longer exist for these materials. Almost certainly related to the removal of unpackaging recipes for the 1x, 2x, and 4x cables that can be covered with wool.

Interestingly, my AE system has a recipe encoded that uses the 2 1x red alloy wire > 1 2x red alloy wire recipe that existed in 1.13, and that recipe is still doable by the system despite not being encodable any longer.
