Creating Custom Skins

Is there any advice on creating a custom skin? I would love to create some from the popular color palettes out there (Nord, Gruvbox, Dracula).

I'm guessing this has more to do with DevExpress than anything. I'm sure @EricZimmerman could advise on this to clarify.
