Minimal size for region

WorldGuard allows you to set the maximum region size, I suggest also adding a parameter for the minimum region size. It is very useful and necessary in some cases.

that is, does it mean that this function will not be added? but why so? After all, this is a really necessary thing, like the max size of the region by groups (now you can set only one maximum for all), but neither one nor the other :(
