/setspawn does not persist for very long

Issue: I am using /setspawn and it is not working. After A While it will reset the spawn to a random place, from the spawn i have set. Other times you spawn i have spawned in rock and in other odd spots.

How random is random? How far away? And how long is 'a while'?

I just realized that I actually haven't had a problem with /setspawn.

Far away is almost half the map. Random, is now just one spot, and it spawns here every time, and a while is always, it never makes the spawn move,
