Validate reporting endpoints and MXs

Issue to track more validation for the JSON file: reporting endpoints should be mailto: or https: and mxs should be valid FQDNs.

Full JSON validation is already in place. Reporting endpoints are not present in policy anymore. This issue can be closed.
